I've never been worried about water ingress. I'm pretty sure the glass lid presses onto the rubber seal, and the plastic bucket around catches any rain or wash water. SOC is not useful to you. All 12v battery charging required a 'head' of voltage above the battery voltage in order to push the charge into the battery. One way to rule out if its the car or the phone is to try and restart the phone in the morning before you make your commute.
